The attacks have become a grim routine across parts of northern Nigeria, where jihadists and criminal gangs operate with near impunity. Now, with security forces stretched thin and trust in the state at a breaking point, some communities are taking matters into their own hands by directly negotiating with the very gangs that terrorize them.
