After two days of negotiations in Berlin, European leaders and the US have spelled out what security guarantees they are willing to give Ukraine. But some crucial issues are still far from being resolved, in particular questions regarding territory. DW discussed the outcome of negotiations in Berlin with Jürgen Hardt, foreign policy spokesman for the conservative CDU/CSU in the German Bundestag. He thinks Russian President Vladimir Putin should take the offer that's now on the table.
