Is Trump 'Maximum Pressure' strategy working?

Since May 2019, Donald Trump have started implementing the “maximal pressure” strategy against Iran, threatening any country which would buy petrol to them of heavy economic sanctions. At the same time, U.S. judges order Chinese banks to hand over North Korea records. There again, the U.S apply the “maximal pressure strategy” to North Korea. In Venezuela to finish with, the Trump administration imposed sanctions against the state-owned oil company on January, seeking to cripple the government of the embattled President Nicolás Maduro by cutting off its main source of cash.

We have here three countries: North Korea, Iran and Venezuela under the “maximum pressure” strategy of Donald Trump. This is a new geopolitical strategy and we are going to see what impact it might have? Is it going to bring the targeted governments down for instance?

We have in France a really good radio program about international public policy issues. It is called “les Enjeux Internationaux”, and it really is a treasure. But it is only in French. So, what impact might have the Donald Trump “maximum pressure” strategy?

Pascal Boniface, the director of the « Institut de relations internationales et stratégiques » is interviewed by Xavier Martinet. Here is what I could extract from this exchange.

According to Pascal Boniface, Donald Trump seems to have taken into account the failure of what is called the “Liberal hegemony”: the military interventionism. After the failure in Iraq and the failure in Lybia, Trump wants another policy. He doesn’t want to risk the lives of American soldiers, because it is expensive and unpopular. But he wants to offer the head of a couple of political regimes to his electorate before the 2020 elections.

In Korea, he wants to achieve what nobody has achieved before: the denuclearization. So he prefers to put aside the military intervention option, and take advantage of the fact that the american legislation is extra-territorial to make some kind of blackmail to those countries.

According to the director of IRIS, each and every action undertaken by Donald Trump on the international scene is undertaken with an objective on its domestic scene. He wants to persuade his electors of efficiency of his way of doing things. What would be better for him than to show that he could bring down the regime of the Mollas, or the one Maduro, the heir of the heir of Castro, or that he could denuclearize North Korea.
