The last Democratic presidential candidate to win in Texas was Jimmy Carter in 1976, but the Harris campaign is looking to highlight an issue it believes will help them throughout the country. The rally is expected to focus on access to abortion rights and the Texas women who have suffered from the state's restrictive abortion ban. Dallas Congressman Colin Allred is expected to join Harris for the event. Allred is running to unseat longtime Senator Ted Cruz. Beyoncé, a Houston native, is widely expected to attend the rally. Harris' presidential campaign has used the superstar's 2016 song "Freedom" as its anthem. Willie Nelson is also expected to be in attendance.
