The Arlington Police Department has released relevant portions of body-worn camera, dashboard camera, and surveillance footage from an officer-involved shooting incident that occurred on January 10, 2025 at a business in the 600 block of W. Pioneer Parkway.

On January 10, at approximately 6:46 p.m., officers were dispatched to a title loan business in the 600 block of W. Pioneer Parkway for an Armed Robbery in Progress call. A passerby called 911 and reported seeing two individuals who were possibly armed enter the business.

Surveillance cameras inside the business captured a man, identified as 37-year-old Kelvin Bivens, entering through the front door, pointing a handgun at four employees working inside, and instructing them to get on the ground.

A second suspect, identified as 38-year-old Kevin Lewis, entered the business behind him. The two men then rummaged through drawers and the employees’ purses before instructing the employees to move to a back room. Once in the back room, they bound the employees’ arms and legs with tape.

After the 911 call was made, officers arrived on scene and began setting up a perimeter. Officers who were covering the back of the business initially knocked on the back door and announced themselves as police. They then took cover behind their patrol vehicles and attempted to call the suspects out of the building using the vehicle’s PA system.

Not long after, Mr. Lewis exited out the back door and immediately took off running. Moments later, Mr. Bivens stuck his arm out from behind the back door, still holding the gun, and began firing. Two officers then fired their service weapons in his direction.

Mr. Bivens retreated back inside the business and attempted to exit out the front door. Officers posted on the front side of the business took him into custody without incident.

No officers were injured during this incident. Mr. Bivens and Mr. Lewis were not injured either.

Shortly after the shots were fired, the employees were able to get to the back door where officers saw them and safely removed them from the building. Although shaken, they were not injured.

Mr. Bivens was charged with one count of Aggravated Assault Against a Public Servant and one count of Aggravated Robbery. He is currently being held at the Tarrant County Jail.

After conducting follow-up investigation and reviewing evidence left at the scene, detectives were able to identify Mr. Lewis as the second suspect. They obtained a warrant for his arrest on one count of Aggravated Robbery. On January 23, 2025, members of the U.S. Marshals North Texas Fugitive Task Force located Mr. Lewis in Arlington and took him into custody without incident. He is currently being held at the Arlington City Jail.

Both the criminal and administrative investigations into this incident remain ongoing.
