Ousmane Coulibaly was initially charged with assaulting a police officer. After reviewing body camera footage and social media video, prosecutors said they could not prove officers suffered physical injuries directly caused by his actions. The charges were reduced to obstructing governmental administration, a misdemeanor, and harassment, a violation.
The decision has drawn criticism from the Police Benevolent Association, whose president called the incident an attack on officers. Coulibaly’s attorney disputed that characterization. Investigators are still searching for three additional suspects.
