The encounter, which was captured on a neighbor's security camera, led to the apprehension of Flores, an undocumented immigrant who had previously returned to the U.S. after being deported.
While his family maintains that he is not a criminal, the Department of Homeland Security stated on Tuesday that Flores is a former gang member who has been removed from the country twice. He remains in federal custody following the incident.
