Years before a Memphis pastor was indicted for Paycheck Protection Program (PPP) fraud, he pleaded guilty to stealing the identity of a former parishioner.

Back in 2015, investigators say Pastor Frederick G. Smith visited the home of Clevie Williams, who is now 85 years old. After asking for her social security number, driver's license and utility bill, documents show he took out more than $51,000 in credit card debt in her name: fox13.tv/45oG6n6
