A grand jury has voted not to indict a store manager for fatally shooting a man who attempted to rob the store.
Montgomery County Prosecutor Mat Heck Jr. said that 23-year-old Roosevelt Rappley was armed with a handgun Oct. 9, 2019, when he demanded money from the cashier of a Gettysburg Avenue Dollar General. The store manager tried to intervene and when Rappley pointed the gun at the manager, the manager pulled out his gun and shot Rappley multiple times.
