Ken Klippenstein's latest exclusive report reveals internal chaos within ICE and Customs Border Patrol following the fatal shooting of Renee Good in Minneapolis. Leaked documents show that seasoned ICE agents are refusing deployment to Minneapolis, forcing DHS to seek volunteers for Operation Metro Surge. Greg Beavino, commander of Customs Border Patrol, issued a legal refresher on use of force and 18 USC 1111 after experienced field officers expressed genuine fear about heavy-handed tactics creating dangerous conditions.
Minneapolis currently has three times as many ICE agents as Minneapolis police officers, with approximately 3,000 federal agents occupying the city. The leaked DHS guidance warns agents to maintain low profiles, turn off location settings, and avoid displaying law enforcement insignia. One senior DHS official describes the situation as agents being told they're entering a war zone, which creates the very conditions leadership claims to be preventing. Field officers with experience recognize the need for deescalation, but the voluntary deployment means those with the most knowledge are staying home while new recruits get sent into volatile situations in Minneapolis.
