The Supreme Court's ruling in the Louisiana voting rights case has effectively ended the Voting Rights Act, the landmark 1965 legislation that for the first time made the United States a functioning democratic republic. Hawk traces the 44-year career of Chief Justice John Roberts, who began working to undermine the Voting Rights Act as a government attorney under Ronald Reagan in 1982, alongside Justices Clarence Thomas and Samuel Alito, who dedicated significant portions of their careers to the same goal.
The ruling sets off what is likely to be two years of unprecedented partisan gerrymandering across red and blue states alike. Southern red states including Tennessee, Alabama, and Louisiana are already redrawing congressional maps, on track to eliminate Black representation in the House of Representatives across much of the South, despite Black voters making up a third of Louisiana's population. Blue states like California, Illinois, and New York are expected to respond by gerrymandering Republican districts out of existence in turn.
The result, Hawk argues, will be a House of Representatives that no longer represents the country in any meaningful way, a Congress incapable of functioning, and an electoral map by 2028 consisting entirely of solid red or solid blue states. The practical pain this inflicts on Republican voters in blue states may ultimately be what forces both sides to support a nationwide ban on hyper-partisan gerrymandering, potentially leading to a restored and updated Voting Rights Act. But first, the country has to get through two years of some of the most absurdly drawn congressional district maps in American history.
