Hawk breaks down the power structure behind Iran's Supreme Leader, the unelected ruler with total authority over the Islamic Republic of Iran. While Iran holds elections, the Supreme Leader determines who is even allowed to run for office, controls the military, commands the IRGC, and appoints key judicial figures including half of the Council of Guardians, Iran's version of a Supreme Court.
The Supreme Leader operates through roughly 2,000 clerical field operatives embedded throughout every sector of the Iranian government, with authority that can override even cabinet-level decisions. This unelected leader holds veto power over Iran's domestic and foreign policies, can unilaterally declare war or peace, and maintains exclusive control over intelligence and security operations.
Adding to the power concentration are state-controlled foundations that run hundreds of companies, control over half the state budget, and account for nearly 40% of the entire Iranian economy. These foundations, which are largely tax-exempt, trace back to assets seized from the Shah of Iran following the Islamic Revolution. And the Shah himself was installed by the U.S. government and the CIA in the early 1950s after Iran's democratically elected leader was ousted because Washington disapproved.
Hawk points out that religious or ideological frameworks in government don't change one fundamental reality: the people at the top will always find ways to consolidate wealth and power. It's always about the grift.
