This requirement will disproportionately hurt Republican voters, particularly Trump supporters who lack passports and birth certificates. Republican senators understand this legislation creates a poll tax problem and will suppress their own base, while House Republicans and MAGA voters remain oblivious to the consequences.
Millions of Americans don't have passports, with a 60/40 split favoring Democrats. Obtaining birth certificates costs money, raising constitutional concerns about poll taxes. Republican redistricting efforts in states like Texas relied on 2024 Hispanic voter turnout for Trump, but those gains have evaporated due to aggressive ICE enforcement. Texas Republicans may have accidentally created three new Democratic districts instead of Republican ones.
The SAVE Act won't pass the Senate, requiring 60 votes in a 53-47 Republican majority. Low propensity Trump voters who only show up when he's on the ballot won't turn out in 2026 or 2028. Real ID isn't sufficient under the SAVE Act because it doesn't prove citizenship. Republican voters will show up to vote in 2026 and discover they're not registered in states without same-day registration.
Poll taxes have a dark history in America, particularly targeting black voters through voter ID laws and DMV office closures in predominantly black counties. The SAVE Act represents the same discriminatory playbook while simultaneously suppressing the Republican base. MAGA supporters repeat talking points about needing ID to buy beer or board planes without understanding passport and birth certificate requirements that will prevent them from voting.
