While many states in this period are sliding into absolutism, England (and the Dutch) is holding steady with a constitutional government. However, power hungry kings like James I and Charles I wanted to rule as absolutist monarchs, and the firm resistance from Parliament eventually led to the English Civil War with Oliver Cromwell being the leader of the opposition.
Parliament's New Model Army won the war and executed King Charles. However, after years of existing as a military dictatorship, the Restoration Period brought a king back to the throne. Eventually the Glorious Revolution brought Willam and Mary to England's throne on the condition that they abide by the English Bill of Rights.
