How did Finland become a co-belligerent of the Axis Powers in the Second World War? It had to do with the Winter War which started as a result of the Molotov–Ribbentrop Pact. Finland fought back stubbornly and what followed was the Moscow Peace Treaty. This drove Finland in the arms of Germany, yet Finland never became an Axis Power. Why was this? Eventually Finland fought on the side of the Axis in the Continuation War.
