The September 23, 2025, Blue Ribbon hearing exploded as Raffy and Erwin Tulfo clashed with Senator Rodante Marcoleta over the Witness Protection Program for contractors in the flood control scam. The Tulfo brothers demanded restitution before protection, while Marcoleta fired back that the law requires no such condition, warning that ignoring procedure could even result in officials being “disbarred.”
The Tulfo brothers demanded that the Discaya contractors return the stolen money before entering the Witness Protection Program, framing it as a matter of justice and public demand. But Marcoleta pushed back fiercely, declaring that the law does not require restitution first and accusing the Tulfos, backed by Justice Secretary Remulla, of rewriting legal requirements with morality, not law. He snapped: “It is not my opinion. It is in the law, Mr. Secretary.”
