During a tense Senate Blue Ribbon Committee hearing, former Bulacan DPWH district engineer Henry Alcantara broke his silence, admitting involvement in a massive flood control corruption scheme. In his sworn statement, Alcantara exposed a network of ghost projects, substandard works, and overpricing rackets—with 25–30% kickbacks allegedly distributed among contractors and high-ranking officials. He named Senators Bong Revilla, Jinggoy Estrada, and Joel Villanueva as supposed beneficiaries but denied direct deals with them. Alcantara confessed to lapses in oversight and said he felt both “fear and relief” in revealing the long-running DPWH corruption scandal.
