They accuse the FBI and DOJ of working from files that were already heavily censored in apparent violation of a transparency law requiring unredacted documents for non‑victim perpetrators, and warn they may use legal tools to force fuller disclosure if the agencies do not correct what they call unlawful over‑redactions.
