The new 104-bed facility will serve people in custody with complex medical needs, transferring the most clinically vulnerable detainees from Rikers Island into a specialized therapeutic setting with direct access to advanced care.
This marks the first of three planned units across New York City and represents a major step toward the administration’s commitment to closing Rikers Island. The Bellevue facility signals a shift away from a system long criticized for delays and inadequate care, toward one focused on dignity, access, and prevention.
“Opening this new clinical facility at Bellevue Hospital is how we begin to close Rikers Island — not with promises, but with action,” said Mayor Mamdani. “For too long, people with serious medical needs have been left to suffer in a system that was never designed to care for them.”
First Deputy Mayor Dean Fuleihan called the move “an important step forward,” emphasizing a commitment to compassion, transparency, and tackling complex challenges. Deputy Mayor for Health and Human Services Dr. Helen Arteaga added that the initiative is a “monumental step” toward addressing long-standing gaps in correctional healthcare and ensuring humane treatment for those detained.
As the city moves forward with plans to reimagine its correctional system, this announcement could mark a turning point in the effort to finally close Rikers Island.
