The confrontation comes as congressional Republicans move to advance Donald Trump’s broader agenda for greater federal control over the capital. Following Trump’s “Liberation Day” declaration and his use of emergency powers to take control of DC policing and deploy federal forces to city streets, Republicans are now seeking to codify parts of that agenda through legislation.
At the center of the clash is H.R. 9720, which would require DC to receive proactive congressional approval for local tax decisions. Critics argue the measure would give Trump’s congressional allies a lasting financial veto over the city and further dismantle DC’s Home Rule.
Stansbury challenged the GOP’s states’ rights argument, questioning why Republicans would deny Washington residents greater control over their own budgetary decisions. She ultimately accused Republicans of pushing legislation that “was not written by the people of DC” and attempting to impose it without their consent.
Opponents argue that combining tighter federal control over policing with greater congressional power over DC’s finances could paralyze the city’s progressive local government, severely weaken Home Rule and further obstruct its path toward statehood.
