"Israel rejects the 15-point document. I heard people saying, 'You didn't say it.' We did say it, but here I am saying it again. Israel rejects the 15-point framework. The IDF will not carry out any withdrawal until Hamas is disarmed," Netanyahu said.
"When I say disarming Hamas, it means heavy weapons, less heavy weapons and light weapons, all weapons. And we are talking about a real disarmament and not a fictitious disarmament," he continued.
The roadmap, drawn up by the US-led Board of Peace, sets out a phased process for Hamas and other Palestinian factions to relinquish control of Gaza's government and security apparatus, with weapons ultimately placed under the authority of a Palestinian technocratic administration.
Civil administration would pass to the National Committee for the Administration of Gaza (NCAG), while the disarmament process would be linked to a phased Israeli withdrawal, with each stage subject to international verification.
