This was the second time the baby seal escaped the water according to the Marine Mammal Center. Experts say it was dehydrated and malnourished. According to the center, Northern Fur Seals are a new victim of unusual ocean conditions that caused record strandings. In 2015, it rescued more than 80 seals. #InsideEdition
