Officials in New York say a mother rolled a stroller through the elevator doors on the 23rd floor when they opened -- but didn't notice the elevator car wasn't there. 1-month-old Arjee Ali fell 8 stories and landed on top of the elevator. She was rushed to the hospital, but could not be helped. It all happened at the Sea Rise Complex in Brooklyn which has lots of recorded complaints with the city's department of buildings. #InsideEdition
