2:54Now PlayingRandy Cox's sister, Latoya Boomer, says he's now paralyzed from the chest down after hitting his head in a police van. Cox was arrested at a block party in New Haven, Connecticut, after allegedly carrying an illegal firearm. The 36-year-old was handcuffed and not wearing a seatbelt when the officer driving the van slammed on his brakes to avoid an accident. Cox smashed his head and then slumped to the floor. Cox immediately began calling for help but it took cops four minutes to check on him.
