The exhaustive search that started for Joe was made more difficult by the 8-year-old’s mental differences. Police said in a statement it was possible Joe saw “the search for him as a game.” A person taking a morning walk reported hearing noises under the roadway. Emergency services lifted the manhole cover, and saw Joe about 6 feet down.
