Deputies with the Animal Services Department in Riverside County, California arrested Robert Ruiz Jr. He is charged with felony animal cruelty and a misdemeanor for suspected abandonment. Disturbing video of the suspect shows the dog being tossed over a tall fence topped with razor wire, authorities say. The dog seems to land okay and looks on at the man from the corner of the fence as he takes off, abandoning the dog.
