The Charles County Sheriff says Dayton Webber, 27, was arrested in Virginia after allegedly fleeing the scene of the crime. Investigators say two people flagged down a police car to report they were in the back seat of a car when Webber shot a person sitting in the passenger seat and then fled the scene with the victim.
