1) It relegates government to the position of a means for an end that is other than governance, e.g., you can have an authoritarian government that protects persons and property.
1b) Political questions become merely questions about whether and how government is securing our property and person, not any of the other institutions of freedom.
2) This government will be silent about institutions of freedom that come through social and political interactions between people, e.g., family, and the mechanics of self-governance itself.
