While partisan gerrymandering is a problem, Pan argues that this is only one part of the story, and not the most important one. The main issue is that even when districts are fairly drawn, Democratic voters are still overwhelmingly concentrated in cities. This means that, given where Democrats live, the winner-take-all system means representation does not match vote share. The only option for the Left is to continue organizing in rural areas.
