Obama's three-year proposal would limit the use of ground troops in the fight. The proposed legislation is receiving mixed reviews on Capitol Hill where debate is expected in the next few weeks. Democrats want to limit the use of ground troops while Republicans want to give the president flexibility in the fight against ISIS.
This formal request for military force would replace the 2002 resolution that gave President George W. Bush the authority to invade Iraq.
