This year Donald Trump and Ted Cruz are locked in a close race on the Republican side while Democrats Hillary Clinton and Bernie Sanders are within the margin of error in pre-caucus polling. Clinton is trying to prevent an upset like 2008 when Barack Obama turned out new caucus-goers in record numbers to take first place. The day after the 2008 caucuses, the Washington Week panel discussed the turnout game that gave Obama the momentum to win the nomination.
