4:39Now PlayingChiapas has announced it will be the last state in Mexico to pass laws against domestic animal abuse by criminalizing pet abuse, including cruelty, neglect, abandonment, and dog fighting. The new law, passed unanimously, carries penalties of up to five years in prison and fines, marking a major victory for animal protection advocates. For the first time, dogs and cats are legally recognized as living beings requiring guardianship and protection in Chiapas.
However, as Americans’ Comedian Kurt Metzger points out, the state is also home to powerful drug cartels that control illegal activities like dog fighting, making enforcement of the law questionable. Despite Jimmy’s positive attitude about the legislation, Kurt remains skeptical about its real impact given the cartel presence and other systemic issues.
