America's armed forces are under stress and at risk. Sequestration and the Administration's budget cuts threaten to undermine America's capability to win wars and prepare for future conflicts. They also are taking away predictability with regard to planning for unexpected contingencies in the future. This year's Centennial marking the start of World War I is a powerful reminder of just how important U.S. leadership in the world is. The United States needs military capabilities to exercise this leadership and to fulfill the federal government's obligation to "provide for the common defense."
