The National Defense Authorization Act (NDAA) has been passed by Congress every year for over fifty years. Currently, the NDAA for fiscal year 2016 is being negotiated between the House and the Senate, and a final version is expected to pass in the next few weeks. The NDAA will contain major defense reform initiatives. Much of the debate thus far, however, has been about the budget levels and the President has threatened to veto the bill.
