July 30 marks the 50th Anniversary of the passage of Medicare and Medicaid. Both programs constitute the two largest federal entitlement programs. Spending on both programs has exploded, and today they account for more than one third of all health spending. Medicare is generating trillions of dollars in long-term debt. Medicaid is a major challenge for state budgets. In both programs, doctors must wrestle with bureaucracy and red tape and low reimbursements, and patients are threatened with reduced access to care.
