As the United States chooses to decrease the role of nuclear weapons in its national security strategy, the trend when it comes to other countries – particularly potential U.S. adversaries – is the opposite. Russia, North Korea, and China make nuclear weapons the centerpiece of their security. While other countries discuss how many and what kind of new nuclear weapons they will develop and deploy, the United States discusses the best ways to extend the service lives of the existing ones. Questions of the costs of nuclear weapons are increasing in salience as the United States faces fiscal pressures.
