The recent budget deal diverted revenue from the Social Security Trust Fund as a short term fix for the Disability Insurance (DI) program. Talk about robbing Peter to pay Paul! Despite the band-aid, the DI program remains fundamentally broken. Notwithstanding improvements in Americans’ health and workplace safety as well as medical and technological advances that help restore functional capabilities and expand workplace opportunities, the percent of working-age adults receiving DI benefits has doubled from 2.3 percent in 1990 to 5.1 percent in 2014. Without meaningful reform, the Disability Insurance program will continue to draw revenues away from Social Security and set the stage for big benefit cuts or large payroll tax hikes when both programs run out of money.
