The aim of the bill is to strengthen work requirements but as it stands it requires work for only 20% of work-capable adults. The goal of any welfare program should be to help move capable recipients toward greater self-support. Ninety-four percent of Americans believe that able-bodied adults who receive cash, food, housing, or medical care from the government should be required to work or prepare for work as a condition of receiving that aid. If the goal really is to improve the well-being of the poor, the current bill is flawed and must be changed.
