That's because "sin" taxes create black markets that turn otherwise law abiding citizens into tax evading criminals. Congress recently introduced a bill that would impose “sin” taxes on guns and ammo and these ammunition taxes would also fail because a tax of any level does little to dissuade attackers. Instead, the average gun-owning American will pay higher taxes and criminals will profit from black markets for illegal tax-free guns. Sin taxes are bad public policy.
