The 2022 National Defense Strategy places great emphasis on working with our allies and partners. An often-overlooked tool for building better international relationships is the National Guard’s State Partnership Program (SPP) featuring 87 partnerships with 93 nations around the globe. As just one example, the California National Guard is partnered with Ukraine and, prior to Russia’s invasion, provided invaluable training for that country’s armed forces. There are many such relationships.
