A short video taken by a bystander created outrage after it surfaced on social media. Police say the bystander's video didn't tell the whole story. When the woman got on her moped, officers apprehended her and one officer threw her to the ground while she claimed she wasn't resisting. The woman was charged with reckless driving, obstruction of governmental administration and resisting arrest, along with multiple citations.
