She told the Flagler County Sheriff’s Office that Ky-Van Cai repeatedly rang her doorbell after showing up unannounced. Cai, a then-active member of the U.S. Army, went AWOL from the military to travel from California to Florida to be her “soulmate.” Law&Crime’s Elizabeth Millner breaks down Cai’s arrest.

The TikToker, who has over 1.5 million followers, said Cai was allegedly stalking her since January using different social media accounts. Cai told deputies he had a “personal” relationship with her and had “visions about her” being his soulmate. He also allegedly believed the woman was “directing her social media posts toward him.” Deputies noted the victim was “shaking” when she gave them her statement and it was “clear” Cai made her fear for her safety. Cai was taken into custody on a charge of aggravated stalking.
