Cesar Morales chose to randomly street race, reaching speeds upward of 100 miles per hour, then crashed, killing Greg Ammen and Grace Spiridon. Morales was originally charged with two counts of vehicular manslaughter but was tried in juvenile court. His sentence was just 90 days of electronic home monitoring. Law&Crime’s Jesse Weber breaks down the case with Stephen Wagstaffe, the district attorney of San Mateo County.
