When 5-year-old Kinsleigh Welty died, she reportedly weighed a shocking 21 pounds. Investigators believe she was locked in a feces-filled closet almost constantly during the last several months of her life. Her mother, Toni McClure, her mother’s boyfriend, Ryan Smith, and her maternal grandmother, Tammy Halsey, all face felony charges, including murder and neglect. Meanwhile, Kinsleigh's paternal grandfather is suing the Indiana Department of Child Services and multiple caseworkers, claiming their repeated failure to investigate abuse reports allowed his granddaughter to die.
