The court also ordered Israel to open the Rafah crossing for emergency aid, and to report back on its progress in a month.
Israel is also not doing enough to comply with evacuation orders, the court said.
The International Court of Justice's ruling will put additional pressure on the Israeli government, but Confino stresses that Israel are unlikely to comply as it maintains its right to defend itself against Hamas militants.
