9:35Now PlayingMatt Frei hears from Reform UK's justice spokesperson Ann Widdecombe, who used to be the Conservative Prisons Minister, and General Secretary of the Prison Officers Association Steve Gillan.
Ann Widdecombe believes that questions should be asked about crime rates before discussing prison populations, whereas Steve Gillan says there needs to be a 'proper review of sentencing policy.'
This comes as thousands of prisoners are to be released earlier than planned as the Government attempts to avert the "collapse" of the prisons system. Justice Secretary Shabana Mahmood warned that without immediate action to address overcrowding, prisons would run out of space within weeks - leading to "a total breakdown of law and order".
