Vladimir Putin has signed a new order to conscript 160,000 men into the Russian army—its largest draft since 2011—as Russia struggles with military losses in Ukraine.

Reports from independent Russian outlet Current Time reveal scenes of police raiding gyms, ordering people to the ground, and dividing them into citizens and non-citizens. Non-citizens are being accused—often falsely—of immigration offences, and are reportedly being given a choice: deportation or conscription.

Ashton Cirillo is in Kyiv and says the move is not surprising. “Russia has run out of volunteers. Most have died or been injured. Now they’re turning to forced conscription—migrants, even foreign nationals—anyone they can put into a uniform.”
