Martin's Money and Mental Health Policy Institute have been campaigning to put an end to damaging flaws in the UK's council tax system.
As it currently stands, if a monthly payment is missed, many councils can demand payment for the entire year within three weeks.
If a payment is not made within another three weeks, constituents are often taken to court and have 'admin costs' added. After that bailiffs are sent in.
New rules from next April mean councils must wait two months, instead of three weeks, to ask for a year's money.
The 'admin costs' will also be capped at £100, which Martin says is a 'welcome change' to the 33-year-old system.
