Addressing 435 congressmen and congresswomen, as well as 100 senators, the monarch became only the second reigning English sovereign to address a joint session.
The King and Queen received a ceremonial welcome and were met by President Donald Trump and First Lady Melania Trump earlier in the day.
The House speaker, Mike Johnson, has called the House to order by banging the gavel before Vice President JD Vance, presiding officer of the Senate, entered the chamber.
Security had been tightened even further on Capitol Hill ahead of the royal visit.
