Kennedy Jr. The hosts clarify impeachment is not criminal but a constitutional mechanism where Congress formally accuses a federal official of misconduct—it's like an indictment, not a conviction. Any House member can file articles, but they go to the House Judiciary Committee which decides whether to investigate or quietly kill it—where most efforts die. If it advances, the full House votes needing only simple majority (51%) to impeach, but officials stay in office unless convicted. The Senate then holds a trial where conviction requires two-thirds vote (67 senators), the highest political bar in the Constitution. Stevens accuses Kennedy of "abuse of authority and undermining public health" by cutting vaccine research, restricting vaccine access, promoting conspiracy theories linking vaccines to autism, and ending public comment on HHS rulemaking. Only eight officials have been convicted through impeachment in U.S. history—all federal judges. Stevens' effort has virtually zero chance because Republicans control both chambers and can refuse to hold hearings or bring it to a floor vote, but it serves to draw attention to Kennedy's policies amid measles outbreaks in Michigan.
